In addition to his role with Abu Dhabi Police, Dr. Hamad serves as a Member of the Supervisory Board of CSIT Industrial at Abu Dhabi University, General Member of the Board of the International Critical Communications Awards (ICCA), Member of the International Association of Chiefs of Police (IACP), and Member of the Board of Advisors at Higher Colleges of Technology. He has also contributed as a Consulting Staff Member for COP28 UAE, bringing his technology and strategic expertise to major international initiatives.
Dr. Hamad holds a PhD from The British University in Dubai, a Master’s degree in Management Information Systems from Syracuse University, and a Bachelor’s degree from the Higher Colleges of Technology, along with an Associate’s degree in Computer and Information Sciences from New York University. His leadership and multidisciplinary experience position him as a valuable voice in critical communications, cybersecurity, digital transformation, strategic technology planning, and ICT infrastructure.

Dr. Hamad Khalifa is a distinguished telecommunications and ICT professional currently serving as Head of Telecom Division, Infrastructure Department, ICT Center, Abu Dhabi Police HQ. With more than two decades of experience at Abu Dhabi Police, he has developed extensive expertise in telecommunications, network infrastructure, critical communications, network security, and technology leadership.
